President/CEO
Cody Radley is the President and CEO of Radley Staffing, a construction-focused staffing firm he founded in 2012 with a clear mission: to raise the bar and exceed expectations in an industry long overdue for change. With services spanning temporary, temp-to-hire, and direct placements, Radley Staffing has become a trusted partner to large-scale commercial construction projects across Texas, Arizona, and soon, Florida.
Before launching the company, Cody spent over a decade in the construction industry, starting in the field as a superintendent and working his way up to project management. This hands-on experience gave him a deep understanding of the challenges companies face when relying on temporary personnel—and the gaps that existed in traditional staffing services. He built Radley Staffing to fill those gaps, with a model grounded in accountability, client service, and a more involved, responsive approach.
Under Cody’s leadership, Radley Staffing has grown from a single office in Houston to eight strategic locations across the Southwest, earning multiple accolades along the way. The company has been featured several times in Inc. 5000 and the Houston Business Journal’s Fast 100, and was named one of the Best Places to Work.
Cody grew up in El Campo, Texas, in a farming and ranching family that instilled in him a strong work ethic and a passion for building something meaningful. He holds a bachelor’s degree in Management and Marketing from Sam Houston State University. Today, he balances running a fast-growing company with his most important role—being a husband and father to two children.
Kevin Frame
CFO
As Chief Financial Officer, Mr. Frame is responsible for the financial strategy and leadership of the company. Mr. Frame is a Certified Public Accountant and Certified Internal Auditor with over 15 years of accounting and audit experience. Mr. Frame obtained a Bachelor’s of Science from Louisiana State University and attended the CAP program at University of Houston. He is a member of the American Institute of Certified Public Accounts, the Institute of Internal Auditors, the Houston General Go Texan Rodeo Committee, and a Silver Fox Advisor member.
Melissa Jonsson
Director of Sales
A results-driven Sales Director with over 18 years of experience leading high-performing teams across South Africa, Sub-Saharan Africa, and the United States. Currently serving as Director of Sales at Radley Staffing LLC, Melinda Jonsson leads sales leaders and professionals across 8 branches nationwide, providing the construction industry with superior staffing solutions. She drives growth by operating with an efficiency mindset that delivers measurable value to clients and partners.
Previously, she held senior sales leadership roles at Aleph Holding, where she managed cross-functional teams for global platforms like TikTok, X (Twitter), Spotify, and Snapchat. Her leadership directly contributed to double-digit growth in new business, high retention rates, and award-winning integrated campaigns. Known for building strong client relationships, mentoring future leaders, and consistently exceeding revenue targets, she combines strategic foresight with a hands-on, people-focused approach.
With a background in Marketing and Management Science and a passion for team development, Melinda Jonsson is a trusted, adaptable leader who drives performance and empowers those around her to succeed.
Jermaine Mowarin
VP of Operations
Jermaine Mowarin is a results-driven operations leader with over a decade of strategic management and business leadership experience in the construction industry. Originally from Oklahoma City, Oklahoma, Jermaine is known for his “roll up your sleeves and get it done” approach, delivering measurable improvements to operational efficiency and team performance. Since joining the company, he has made a significant impact—originating in the DFW market and extended his influence across all locations. His favorite thing about Radley Staffing is the relationships he’s made along the way, as well as solving difficult problems with a fun team around him.
Jermaine holds a Bachelor of Science in Business Administration from Oklahoma State University. He aspires to be a scratch golfer and enjoys spending his free time outdoors with his wife and two sons.
